The encoder motor has absolutely ZERO to do with 4Hi lock/4Hi unlock/4 Low, not sure why you replaced that for a 4wd problem. Encoder motor is for the transmission only; PRND321. Problems with the 4wd mode (4HI, 4HI Locke, 4LOW Lock) is the transfer case (or the buttons on the dash), NOT the transmission.

Hawk, actually the OP is correct in using the encoder motor term.
People/parts websites/forums/etc. call them encoders/actuators/4x4controller/4x4switcher/etc.
The actuator with encoder Motor (which is the technical name) moves the selector shaft in the Tcase to the desired Tcase range.

A few examples Below,
GM PARTS: 89059688 ACTUATOR,TRFER CASE FOUR WHL DRV(INCLS ENCODER MOTOR)(ACDelco #89059688). ACTUATOR,TRFER CASE FOUR WHL DRV(INCLS ENCODER MOTOR)(REF TSB 09-04-21-005C FOR INSTALLATION INSTRUCTIONS)(ACDelco #89059688).

My H3 is stuck in 4 Low. I pulled the encoder off the Trans Case and confirm the motor does not move when 4x4 buttons pressed.

1. Anyone know how to 'test" an encoder motor.
2. Any ideas as to what would prevent an encoder motor from receiving power?

Solved...was a sized encoder motor.
