It's definitely trying to get cold, if I move the temperature **** just one above max ac I feel the air get a little warmer but it's not getting cold enough for a hot day

Your refrigerant is too low and it needs a recharge. Unless you have that done recently.

Charged the refrigerant and the gauge kept bouncing into the red and drop to 0 and the clutch keeps engaging and disengaging. One of my friends uncle is a mechanic and they said it sounds like I need a new expansion valve, does that sound about right?

One of your friends uncle is on to something.
Available at local parts stores(just make sure it looks like the pic I posted above)
or you can get 1 cheap here---> 4 seasons 39313

Had a discount code on advance auto so I ordered one for 15 bucks

I've never heard of keystone collision? I've been using 4seasons parts since the '70's.
Post an update after your replacement.

Me neither but I didn't want to get the most expensive one and it not be what's wrong, I'll update after I get it replaced

It's the most common component failure with your symptoms/readings, now your part needs to perform as intended.
Most important is evacuation, swap part asap, vacuum hold, and recharge with the proper amount.
