because .php?pic_id=776 is a web page with a picture on it and .jpg is the actual picture??? That's my guess anyway...

No the way your hosting site must work, it offers them in that .php?pic_id=776 format so I went and downloaded the picture, uploaded it to my space and hosted it for you... If you right click the mouse over the picture and select properties you'll see where it actually is...
