I used Dupli-Color engine enamel.

I just removed all 5 wheels, washed them, sanded them lightly, washed them again, and gave them about six coats each.

If anyone else tries this, I would recommend doing about two really light coats to get a good base on the wheels. Then you can start really laying it down without fears of poor adhesion or runs. The heavier final coats will provide a smooth look even on the rough portions of spokes.
