no my wife held the washer switch down with the key on and i tested the plug going into the front pump
If you are checking the pump at the front of the washer fluid tank, of course it won't have power when your wife holds the switch for the front washer. That's because that pump is actually the rear washer pump. The pump for the front windshield is at the rear of the tank. Look at the pic that Hummerz posted above.

Just get a new WINDSHIELD washer pump, (they're cheap) before you pull the tank to check. Check/repair/clean connector, empty clean tank, and replace pump. If pump still good, keep for backup. In the meantime you will need to keep the washer fluid at a higher level. Btw, I don't use my rear window washer:
