It's a pivoting/locking clip to hold the wiring (thru the doo) in place.

Da wiener...... Keeps them wires in the doo, gotta avoid stepping in it.

Lift up on it and see what happens.

Just tried to lift it, it's stuck in the up position, and it does 'not' move up or down, that is why the door is hard to close.
***Is it ok to remove it or will cause another problem?

It is not going to push itself down. You have to press the harness against the door while pushing the latch downward at the same time. The latch forces the harness to separate when lifted, and will pull it back together when pushed down once you get it started.

Are you sure that is what is causing the door to be hard to close? If it is then likely something will get torn up over time and it won't be fun to fix. Can the harness be pushed off to the side of the latch?

Agree...

Get a orange stick or tool to simply push that back in place.
