If an H3/H3T has been in an accident or had false airbag deployment (yours may have been without you knowing it) the seat belt retractor will lock and stay locked.
The entire unit needs to be replaced.
Had a false Side Impact Restraint (side air bags) go off and every seat belt need to be replaced. They all locked as they are designed to.
