Can you explain what he's doing? What is the flanged part and what is the slotted part he's turning? Neither look like the parts in the pic.

Rotating the ignition switch with a slotted screwdriver. The ignition switch end into the ignition lock housing:

Btw, there are thousands of posts over the internet with $millions lost out of pocket, for a cheap fix that I've been posting for many years.
Top 5 REASONS OTHERS over the years claim the source to passlock activation:
"Ignition key worn"
"Ignition lock cylinder worn"
"Ignition lock housing"
"Starter/Battery"
"PCM"
Then there are those that spent money on a "PCM tune with a passlock delete"
yet still have the warning light flashing!
The video above proves, the top 3 have no effect on passlock activation!

Thanks. The manual says "If an incorrect key is used or the ignition lock cylinder is tampered with, the fuel system is disabled and the vehicle does not start." Does this correspond to what you just said?

I had the passlock activate a while back and I don't know why - it certainly wasn't because of either of those things.

A resistor(+/-1% tolerance) inside the ignition switch that controls the passlock system:
