Its not the paint. Its the seam sealer. Also do not use RTV there, get some seam sealer. It is an automotive product specifically designed to seal body seams. If you put RTV there and it starts leaking again you will essentially have to mechanically grind every last bit of the old RTV off since nothing will stick to that.
