I don't recall the price, but tags were expensive in CO, but I'm glad I don't deal w/ that crap. We only have inspection stickers here. $20 gets you 2 years. I'm only fighting with them now about window tint. I'm on the boarder line & they don't give me the benefit of the doubt. I've never had a cop pull me over & people roll around with tint so dark, you can't see in the vehicle. I'm not sure how they are getting stickers.
Very easy to remedy, go to your eye doctor, tell him that the bright light hurts your eyes during the day, he will give you a note, explaining your condition, and you will be exempt from window tint laws...check it out on Google. ..

What's funny is this would be true for me (light sensitive, not needing a doc's note for heavy tint). I wear sunglasses 100% of the time when outside or driving during the day, going all the way back to highschool. Sunny days, cloudy days... Otherwise it's too bright, I squint, my eyes hurt and I can't see very well... Could be because my eyes are just naturally sensitive or could be because I wear sunglasses 100% of the time when in sunlight.

I could be completely wrong, but I credit my obsessive sunglasses wearing with still having better than 20/20 vision at 46 years old.

Back on topic - I can't imagine gutting the cat (and piping it) would help performance enough to be worth it. I doubt you'd even notice a difference beyond possibly better sound or placebo. As was pointed out above, if you just hack it empty you may end up with worse performance. Obviously if your cat is deteriorating and restricting flow, that's a different story.

you should move up to northen AZ no emissions up here haha
