If you do the torsion bar adjustment to level the truck, you are bringing up the front to roughly equal the rear height.
It's done to eliminate the rake.
If you put longer shackles on the rear then you are raising the rear, canceling the effect of raising the front.
You don't need anything in the rear.

Just do the t-bar adjustment to 23-1/2" like suggested above, get a wheel alignment afterwards and you'll be good.

P.S. - your neighbor may be an expert on Dodge vehicles but H3's are a different animal. A lot of the mods done on other trucks don't apply to ours.
