One other option would be to get a rear tire carrier and mount the plate there.

 

I have an '03, and it originally had the tire inside (still has the mount) and my 'pocket' is partially installed using 3M two sided tape! I didn't want to spend the $1K for an external carrier, so I built one and relocated the marker plate to the drivers side using the tow loop bolts to mount the new plate. I bought a new wiring harness plug for underneath (with the extra pin) and ran a wire for the light. I still have to hook up the back-up cam that I took off after getting rear ended 2 years ago. I pulled the tire carrier and cam off before taking it to the dealer for repairs.
