Most states want them covered or pointed away from another drivers line of sight (Toward the sky). Everywhere is different, so you do have to check. New York wants auxiliary lights completely covered but I don't. I have the grill guards on them and I never change the aim on them. I haven't had a problem with them yet. Check with the locals before you get in trouble.
