Angry New 6.5 Turbo will not start

Maybe one of you guys can help out here. I have had a 96 H1 Limo for about 3 years now. Never had problems until November 08 when one day I went out to crank her up and she wouldn't crank. She turns over like she wants to crank but nothing. After a few minutes a loud popping noise came about and come to find out, my crankshaft broke. I have since put in a new 6.5 Jasper engine. I have had the ECM reprogrammed. The diesel shop, very well known for their work around here, did the installation and have yet to be able to get it cranked. They are telling me that it is an electrical problem. They refuse to work on it anymore because of the amount of wires and they have stated that they fulfilled their obligation of putting in the new engine and I now must find someone to perform the electrical work. Where should I begin to look if it is an electrical issue. As I stated, I have had the ECM reprogrammed and that did not work.

Any thoughts would be greatly appreciated.
