Well again the passenger side was blowing hot air after battery was depleted for not using the truck more than a week
Got a new actuator . Installed . Did the relearn procedure but nothing
Did it 3 more times . Nothing

Then I remembered last time I leave the battery disconnect for the night
So I disconnect the both wires . Leave for 12 hr .
Connected back
Turn ignition on for 4 min . Dont touch the Ac controls
Turn ignition key off for 15 sec
Start engine . And bingo it was fixed

So in my case disconnect the battery for 12hr was what did the trick
Hopefully this helps

Btw the original actuator wasnt bad . Just miss the program
