I still plan to try swapping bulbs/button assemblies just in case they are wrong, but I haven't got around to it yet. FWIW, the only ones that really bother me are the windshield defogger and rear window defroster. I don't know of an easy way to swap those like you can with the steering wheel buttons.
This sounds like BS to me. The buttons are controlled through the radio along with many other functions. If you can change sources and everything through the radio then I would imagine only the button packs are bad.

What else could I check, since I know my buttons are good. Ordered oem part online. Replaced and still don't work. I read some review about a 5 amp inline fuse, but didn't see it.

You can check the wires for continuity and see if there's a break in the wire. You can also jump the pins that plug into the back of the button pack and see if that changes anything on the radio. I forgot which pins do what though. You may have to see which ones are powered with a multimeter before jumping anything just to be safe. If you can get the functions to work by jumping the pins then it would be the buttons.

The issues were there both before and after I swapped out the stock stereo for an aftermarket one. The buttons work, they just don't light up. In my case it's all the steering wheel lights and the right half of the HVAC lights.

I think you are mis-understanding. The buttons work, functionality is there, it's just that they don't light up. In JayH2Sut's case, he changed the button assembly and it's still the same.

It's also worth noting that for a while mine would go on/off in groups, now they are just off. I think the best I could hope for is a loose connection somewhere, but the evidence doesn't point to replacing the buttons.
