Actually, the federal standard governing minimum roof strength was passed in 1971 requires the manufacturer meet a strength to weight ratio of 1.5 times the weight of the vehicle.

In 2009:
"Under the new standard from the National Highway Traffic Safety Administration, the roof must withstand three times the curb weight of the vehicle ..."
