Default Need a little help

Hello everyone !
While under my truck looking for something loose as i also get a clunk once in a while i saw this and doesnt look right. Not even sure how its called and is there supposed to be some rubber here ? Is the bolt supposed to be that low ?
sorry if its a dumb question..

Get a new bushing.

Befor installing. Hit that with some liquid wrench or other rust buster. That looks a little crusty...

yeah i have some pb blaster that I'll spray on it before . do I need to remove the cross bar to do it or can it be done without removing it ?

You will need to remove crossmember in order to replace bushing.
