You want a scan tool equipped with diagnosis function for ALL electronic control modules, in return!

There's max 12 on the H3. Scan all the modules.

Just for my info, I went to two different repair shops. One is a independent shop. They do a lot of repairs. Told me to scan and find problem is $178.00 . The other is a GMC, Cadillac, Buick dealer. Cost to scan and find problem $184.00. Of course I would have to tow to each place. Same distance, just different direction. I did this to get a idea of what I may have to do, if I cannot fix it.

Many codes point you in the right direction, however, P0651 can be caused by connector/wiring to the accelerator pedal position sensor 1, throttle position sensor 1 and 2, or crankshaft position sensor. If you had another code active or historical, it could help narrow it down. In the meantime, pull above connectors clean contacts & inspect wiring for damage/short. Main thing first, CHECK BATTERY RESTING VOLTAGE AND MAKE SURE TERMINALS ARE CLEAN AND TIGHT!
Here's more info on the p0651 (5-Volt Reference 2 Circuit): DTC P0641 or P0651

most likely a harness issue so make sure before throwing parts at it to then have to fix a wire anyways
