I don't see a picture of an old clip? Check these:
Rocker Panel Moulding Clips For Hummer H3 Rocker Panel Moulding Clips For Hummer H3

Top Head Size: 15/32" x 13/16"

Bottom Head Size: 15/32" x 25/32"

Stem Length: 9/16"

Fits Into 3/8" Hole

I never removed my skirts, yet now I know what clips are required if I ever have to remove them? The first clip is for lower mount x10(both sides) and 2nd clip is for side mount x16(both sides). Here's a pic I just found on Ebay (15817834):
