At least take the bumper cover off, and sand/prime/paint, since it's silver and the paint is peeling behind the cover. I would not recommend spraying silver without removing, go black!

You can't get the bumper cover off without pulling off the entire assembly. I WOULD recommend it because I'm speaking from experience.

Did you even watch the video?? I know how it comes apart, as I said, the entire assembly has to come off to remove the bumper cover. Unless he's doing a body off restoration, he doesn't need to go through all that front end disassembly just to touch up some paint to make it look better. This is for Rogcapital not the O.P. The O.P. WILL have to pull everything apart to replace the parts he wants to.

I could remove an OEM front bumper from an H3 in less than 20 minutes, it is literally 8 bolts, couple GM pop clips and disconnecting the fog lights. Easy stuff IMHO. Done it many times, like to replace the passenger inner fender and paint the impact bar, swap the BA Winch Bumper from the 07 to 09 and put the 07 back to OEM, replace the 09 bumper filer and have it ready to go whenever the BA comes off again.....

Just a quick sidebar. What are the two large holes near the top of the splash shield for? Mine doesn't have those.
