Welcome to HF. I moved this to the H3 section where all H3 tech questions go.

Does it have a sunroof? If so, is/has the front passenger side carpet wet/been wet?

Passlock has nothing to do with your flashing parking lamps being on. Is the key stuck in the ignition? Flashers and clicking is the alarm trying to sound with a now dead battery.

I literally had the exact same issue this morning (clicking, flashers on, won't start). My H3 DOES have a sunroof, AND water on the passenger side floor.

What is the root cause of my current conundrum?

You need to read the excellent posting that basically answers all of your questions about how the water is getting into your H3 (via sunroof drains that are clogged). That information is at the top of the forum page you post on!

Fix your clogged sunroof drains. Finally, a fix for clogged sunroof drain tubes Google it as well, lots of how to out there. Do NOT ever use compressed air to blow out the drain lines.

Inspect the BCM for water damage, corrosion, harness corrosion etc.... Might need a new one and have it programmed.

The Sun roof seems to be the biggest failure and causes the most issues & damage on the H3. Huge fail on GM’s part.

I have 3 GM vehicles with Sunroofs, my H3 is outside 24/7 darn near 365 never any issue. I call it maintenance. Some people cannot change a light bulb without calling for help. If you just put gas in the tank, drive and refill, for weeks/months/years then you will experience issues, some can bit hard. You can ignore everything (stare at a smart phone) if you have an auto Butler to do the work for you.

Or, write a big check now and then to take care of lazy ignorance.
