I don't think the 08 or 09 has those....?? Good point... what would they be for? You wouldn't want to yank hard on the cargo door. Maybe there for lashing down a load inside when the door is shut.. BWTFDIK?
The single bolt that secures each cargo tie down actually serves a purpose of securing that interior panel to the rear hatch. But yeah, doesn't really make any sense to crawl into the back with hatch clothes to secure any sort of load. If you did, you wouldn't be able to open the rear hatch. Must have been the brainchild of some GM engineer LOL.

I cant confirm on the 08/09 but will let you know when i get one! Im thinking it was a aesthetic design for the hooks. Thinking maybe you could hang some light camping gear from them. I did find led bulbs with hooks on amazon.
