Well it sounds like you're losing power steering fluid.... Obvious answer is to find the leak and fix it.
If you don't see anything obvious, like any lines that are wet, and if the underside of the power steering gearbox is dry as well as the pump itself.... reach behind the master cylinder put your hand under the back of it where it meets the hydroboost unit. There's a weep hole underneath. If your hand comes out wet, you found it. You can also get underneath and look straight up, you'll see the weep hole on the underside where it meets the master cylinder. Pretty common point to have a leak on the hydroboost system when it's due to be replaced. It's not too bad of a job replacing it. You can do it with leaving the master cylinder connected to the brake lines.
We always have a list of what to do "while you are in there"....
Perfect time to replace your power steering hoses.

WOW... That is loud as hell. At the start of the Video when in front of the grill..... It sounded like a Pulley rubbing on something. What is stated above is probably what it is since I'm not and expert on the older HUMMER'S..But at a few points in the video it sounded like a Pulley rubbing on something or something in the serpentine assembly.... BWTFDIK...
