Default Engine won’t start after rebuild

Hey y’all! I have a 2007 H2 that had a main oil seal failure, so my dad and I decided to have the entire engine rebuilt and had the cylinders rebored. After replacing other older looking parts, we recently got it into a starting state, but it won’t start. We have confirmed the starter works, but the belt pulley moves the belt about 2 inches and then stops and then starts after about half a second. Is there an issue with how the transmission is mounted? Thank you,

hopefully they did not leave a rag stuffed in a cylinder. pull the plugs and check.

Default No rags in cylinder

The heads were done separately and we put them on the block.

It seems electrical, like there is a sensor we may have missed. Cam position sensor, crank position sensor are all new.

could this be the gas pedal sensor that controls the throttle body?
