I've got rust on the tire carrier joint and also on the latch that holds the carrier in. Best fix for this? Cleaning and spraying with spray paint comes to mind but I don't want to have to spray the entire arm.

Anything you do will look newer on the repaired spots than the rest of the arm. You could clean and POR15 it or just clean up the rust and spray paint those small spots. I have some rust on mine as well but I'm working from the front back so I'm not there yet. I'm using POR15 all over the place.

That small can goes a long way. I have almost done my entire front end, granted there wasn't much rust but I haven't even used a quarter of the can.
