Default RPM Tach not working and noticing shift slippage

My RPM tach has ceased to work; however, occasionally spudders slightly without any accurate reading. I recently noticed that the 4th gear is slipping as it hesitates and the engine revs high for slight moment. ANY SIMILAR PROBLEMS? WHAT WERE THE FIXES? Is it my cluster, or some relay through the cluster that tells the trans to shift improperly? Fluid was brought up to acceptable level. Mechanic said that the shift solonoids are commanding on and off because it is shifting. Please help! Justin Bensalem, PA
