Power Steering question - when still

This is my first post on the forum, hi
My brother has purchased an H2 for both him and his family, mainly for safety to be honest.
So far, the car is excellent, only had it a day and now he is driving to Mallorca.
Anyhow, I noticed than when the vehicle is stationary and on drive, when you try and turn the steering wheel to full lock, you can't, however, if you start moving the vehicle slightly, it can.! When I park in either of the cars I use, you can turn the steering wheel fully, in order to get the maximum turn possible before moving the vehicle, any thoughts?
Don't know if this is a standard design for this vehicle, but we have never had such vehicles, therefore unsure. I have phoned many UK garages but they don't know.
This is a 2005 SUT model.
Any info, really appreciated.

To my knowledge, the power steering system isn't smart enough to know if you're moving or not - though moving does put less strain on the steering. The steering system probably needs to be looked at.
Other issues now.
Oh dear.
- The oil light is now on
- Pressure light for the tyres
- Whippers which are going crazy and won't stop.
- Interior lights and and sometimes external parking lights stay on when car is closed, for a long period of time, sometimes 30 mins.
Oh dear.
