Default Parking Brake adjustment

I have to push my parking brake all the way to the floor and even then the vehicle will roll (slowly) until the trans stops it. When I try to adjust the clicker on the drum part of the brake, I feel like the brakes are dragging. Is there another way to adjust the cable? In my other car, there is a nut under the handle that adjusts the pull distance...Any help is appreciated.

Yes, right under the vehicle on the driver side (door) you will see the main brake cable.
There is an adjustment nut there, I believe it might be 10mm.
I have had to snug my cable up a small amount after changing rear brake rotors
