look again at taints pictures,the buttons on the right are for f/r lockers. yours is base,no lockers, from your pic.

Those control the 4WD modes in the transfer case.
Normal is 4HI unlocked, the front an rear drive shafts can run at different speeds. 4HI locked forces the front & rear drive shafts to turn at the same speed and gives you more effective traction (highly oversimplified), 4LO locked increases the gear ratio between the engine and the drive shafts - useful at low speeds and situations where maximum traction and torque is required.

jay,if you don't know what they do , you should not drive it till you read the instruction book.
the left most button should be pushed for normal driving. high unlocked or open.
in lock mode you can cause damage driving on dry roads

I thought since it has locking buttons that this vehicle was capable of true locked four wheel drive. But I guess what I am given to understand is that the Hi/low lock buttons only synch the driveshafts which then produce a synchronized 2Wheel drive. The off road option locks the axles producing a locked 4 wheel drive.
Is that correct?

The Hi, Hi Lock, & Lo Lock buttons control the Transfer Case..... got noting to do with a locker or lockers which would be in the axles. An axle locker locks the left side with the right side on that axle.
In Hi the TC is open (always a 4WD vehicle) and provides appx. 60/40 rear/front split so the front can turn at a different speed than the rear like when cornering on dry pavement. Hi Lock, high TC gear 50% front and back locked through the TC. Low Lock, low TC gear range 50% front and back locked through the TC.
The truck you are looking at is what most people refer to as a 4X4 truck, H3s are always in 4WD. The off road package has axle lockers.

yeah it sounds like you don't know cars and 4 wheel drive vehicles. you might spend some time on youtube watching videos on how cars work if you really want to understand them.
I did that when I got my first hummer,i did know cars but not 4 w d.
for now if you must drive it put a tape on the left button as a reminder.
you can also spend time here reading early posts on various topics.
I went back about one year and read all the h3 stuff.
do some of that and you will get a more clear picture of what 4wd is. actually the videos on differentials are terrific and ez to understand.
