Question Moved to California - Inspection compliance questions

I just relocated to California (San Diego) and have some concerns about CA inspection and vehicle code enforcement. What can I get away with without being exiled?
1.I have a 4" lift with 40" Toyo MT's that stick out way past the fender flares. Are they sticklers about this? Do I also need mud flaps? I see Jeeps all day long with tires sticking out and some with fenders removed.
2. I have a modified exhaust with Flowmasters and racing cats that have cooked themselves out and I have O2 extensions(anti foulers).
3. I have a cold air intake. My brother, who lives here failed inspection at one place because his California compliant sticker on his cold air intake was not legible. I don't have any compliance stickers.
4. I have 18% tinted windows all the way around and brow on windshield.
5. I have vehicle identifying badges that say HUMMER and H2. Am I at risk for being attacked by a pack of Prius's? Because there seems to be 2 or 3 at every intersection with drivers that have gnashing teeth like little piranhas ready to chew my lugnuts off.
What else should I expect?

You should be fine with the tires and tint. You will need new cats and to get rid of the anti foulers before you attempt to pass the smog test.
Screw the tree huggers in the pompous prius.
Maybe you can ask the CAI company to send you a compliant decal.

What year is your Hummer? Mine is from CA, I'm going to convert mine to a non-CA compliant version.

The only difference I believe is the exhaust. You will have to install catalytic converters and, Like phil said, remove the anti foulers. There are plenty of Good quality hi flow cats that are available that are cal compliant.

This is a 2003. But I'm leaning towards wanting to be more defiant than compliant.
