Looking @ buying a H3 THOUGHTS PLEASE
H3s and virtually all post 2000 GM (and basically all domestic cars and trucks) have no serviceable fuel filter (current underground fuel storage laws/regulations in N America took care of that issue). What you get is a "strainer" attached to the in tank fuel pump, the only way to buy on is attached to the pump as a singe replaceable unit. Not a serviceable item.
How much fuel is actually in the tank has no impact on the fuel pressure produced by the H3 fuel pump (unless it is empty, or so empty that it can get fuel interruptions cause by gravity or inertia).
The fuel pump does have a module that communicates the fuel level to the PCM via the level sensor float, if that is jacked up your fuel gauge will not be telling the truth as to what is in the tank, and can throw a CEL with a code because the PCM cannot keep track of fuel consumption. Ask your friendly salesman to scan it in your presence and show you the code, then make a more informed decision.... or just pass.

I believe it could be a viable H3 to save if the dealer is going to reduce the sales amount by a good 10-20% of the overall cost and also offer a prepaid service agreement from a reputable plan that will cover the H3 for at least 1yr from date of purchase.
Also, would not hurt to have working knowledge of Hummer and skills to service this vehicle. I'd be off to the salvage yard and would pick up a EVAP system from above the axle and all its associated hose clips, hoses and parts and would grab gas cap at same time. Then grab a fuel pump off E bay or Amazon and completely replace all of these items. Clean TB, Maf and replace PCV breather hose. JMHO!
