IMO, they were so intent on "proving" that Mexico's violence problems are due to U.S. gun sales and ownership that they let the whole F&F program get away from them.

Their overriding goal? Manufacture cause so they can pass a U.S. gun ban.

(Hillary already started blaming the U.S. after her first trip to Mexico 3 years ago.)
