I found this thread through google image search and was really curious about this "Hummer" as well. After some researching I found a website for a company here in the Phoenix area that does armored vehicles. It's a one off prototype for a government contract according to their website. I know this is an old thread, but now anyone who comes across it will know what this vehicle is.
