Help identifying part

Are there any specific tools required for this job? I was reading something about the bolts needing to be tightened to a specific tension ? I do not own any tools like that and was wondering if I need to buy them or is a good job tightening these by end sufficient?
Ok I replaced the shock and bump stop on passanger side today. While removing the top nut of the shock the piece that you lock in place got worked off and it would just spin. I borrowed a grinder from the neighbor and cut the whole thing off. The bump stop came out and went in fairly easily with just a screwdriver. All the bolts came lose fairly easily too but I did spray with PB Blaster yesterday. The new shock seemed a bit short but I lifted the chassis with the jack and was able to install it. My question is how far do I need to tighten the new nut on the top? I read online to tighten until the washer is just over the edge of the washer but mine is already wider then the washer from the start. I tightened until I saw it mushrooming a bit.
