Default Head LIGHT issue

OK last night i was going to pullout and i had to turn off my head lights for a sec, but when i i turned tem on one did not go back on so i went and checked te bulb, its fine.
i turn on the highbeam they both turn on, when i turn off the high beam only one is on. so i looked around the circuit box, and when ever i turn on or off the lights the low beam fuse clicks. i have no idea wat to do becasue only one head lights works, im not sure if the fuse is bad or what??? PLEASE give me insight.

ok, how do you know one bulb is fine? Low beam and high beam uses different filaments. Low beam can be burnt out and/or broken while high beam works. Sounds like the bulb needs to be replaced. [/align]

no i replaced the bulb same problem. that was the first thing i thought of
