Interesting thing about the new tax, is that under the current requirements, the H2's and H3's don't qualify as gas guzzlers.

I would agree with that, I don't feel the h2 or h3 are gas guzzlers. Now my old 97 dodge ram 3500 dually with the v10 was a gas guzzler....ahhh....3.5-5 mpg...the good ole days

There is still some confusion over what exactly is exempt. The new surtax (up to $4000) applies to vehicles that cannotuse less than13 litres of fuel per 100 Km(around 18 Mpg). This is based onTransport Canadasmeasurements with 55% of the total from city rating, and 45% from Highway.
Light trucks are excluded from this levy. As such, the H3, which in Canada is rated at 26MPG Hwy/24 City means it is exempt. The H2, which CURRENTLY is not required to provide ratings to Transport Canada, is therefore currently also exempt. With recent changes to the US EPA ratings, it is possible Canada may also follow and reclassify the H2 and therfore need to provide mileage numbers, which would likely result in a tax. Keep in mind that these new regulations have not yet been put before parliament, and have not been passed yet.
