Not familiar with your camera but normally you can set a camera to "B" or bulb mode for long exposures. You really need to get it on a tripod to do low light without a flash.
Depending on fast your lens are you may be able to hold it steady against or on top of something if you don't have a tripod. Depending on how dark it is and how much light the glow parts output will determine how long you have to shoot.
If you have a digital it's easy to experiment with different exposures as you can replay the captured image instantly. I've got a very expensive Canon 30D with several lenses and I still need a tripod to do low light.
If you have a film camera it's a little tougher, you can get faster ASA/ISO film, nothing lower than 400 speed, 800 if you can find it. Again, depends on lenses, ambient light, light sources, film or digital.
If you use film, use your fastest lens if you have one that's removable (lowest fstop) buy fast film and open the aperture all the way up and shoot at 1/60 sec. then 1/30 and on down. You normally can't hold the camera steady by hand below 1/60th of a sec. Get a TRIPOD if you do a lot of it.
I've got image stablizers in my lenses that allows me to shoot with lower light and I still can have blurry images unless I've got everything set just right.
