Unbolt the T Case Actuator, clean it and then have someone cycle it (push the 4 Hi Lock, low etc) and watch the actuator for movement. Reinstall in the position it was in before trying to activate it.

You need to read the codes with a reader that has the ability to read ABS codes!

If there is an ABS code it will need to be fixed. The H3 will NOT move out of 4HI to 4HI Lock or 4LO if there is an ABS fault ("Stab Sys Failed" "Traction Failed). That is a failsafe built into the BCM.

It has an appointment next month for inspection. That would be the soonest I could have any codes read. If there was an issue w/ the ABS would the warnings not still be flashing or ABS light on? It's running as good as it ever has at the moment. The only idiot light is the Service TPM and that's on because I took the sensors out

It takes a month to retrieve code(s)?
I can pull all P-B-C codes in a couple minutes:

What can I say? Winters a tough time to come up with an extra 150 clams to go buy a tool

I feel your pain, this crap economy we have really eats up any spare money you would have to buy tools.
