Rear seatbelt stopped retracting

Default Rear seatbelt stopped retracting
Right rear passenger seatbelt stopped retracting. Now fully extended from trying to do short pull and release. How do you access the seatbelt for repair or replacement?

My H3 is a 2009 Championship Edition but that should not make a difference regarding the seatbelt malfunction
