I did a pretty extensive search and found that I'm not alone with this issue. I found several older threads here on the forum too. I'm wondering if any one has come up with the definitive fix for this? Is there a simple upgrade bulb that will fix this?
Mine change from low to high, but the highs are really no better and provide little more distance than the low beam. Lenses and reflectors are all good. I seem to get the most light with the low beams and fog lights on together. But I'd really like to have a functioning high beam.

I went with LED lamps - simple replacement. They are wonderful, and a complete improvement over stock.

The OEM reflector design is not so great, you can put Vibranium nuclear powered lights in there and still not have great high beams. I went with S-V.4 hi/lo H13 headlights and single fogs, crazy bright and limited only by the OEM bucket.
Consider that modern high beams are not actually brighter than lows (not supposed to be), they simply change beam pattern to shine off a different position of the headlight Reflector to aim the light higher. Back in the day high beams were briter as a second filament lit up while the low stayed on.
back in September 2021 for $31 total and they still seem as good as ever. Looks like they're a bit more expensive now ($43+tax). Install was as simple as replacing with another halogen and I did not need an LED resistor like some did to make it work properly. Would recommend these 10 times out of 10. Had the Silverstar Ultras, then their ZXE Gold version and took those back immediately. It's damn near impossible to grab a reliable picture of car headlights but here's one with the driver's side bulb installed and ZXE Golds on the passenger side (halogen fog light bulbs, too):

Once you have the headlights, you gotta get the fog lights to match because the color difference is so significant. Bottom line, I love them and they are a 1000% improvement over what you have in there. I never use my hi beams anymore because there's really no need with how bright these are.
