So I have a cracked fog light bracket on my 2006 h3 from when someone backed into me. Is the bracket part of the bumper cover or is it it's own part. Just from looking it looks like like part of the cover

If it is not in the pic above, you can break the front bumper filler (sandwiches in behind the bumper fascia) and is #15 below. It has the plastic supports the fog lights attach to.

 

Done that job before, no biggy. In fact, that is my bumper laying on my front lawn.

Can be done with basic metric tools in about an hour and a half. Just a whole bunch of little nuts, bolts and clips. Subtract 20 minutes if you have a power ratchet and air tools.
