Agreed. They use more road salt than almost anywhere in MI (one of the world's largest salt mines right under Detroit). I have been driving vehicles up here for 40+ years, none have looked as chewed up as this one with low miles. Sure some body panels may rust out, but you do not see rust in all the places this one has it.
Repeat electrical problems tells a fairly clear tale.
I’m sorry to hear about your Hummer! They towed mine to the shop and didn’t work on it for two days- when they finally did, it started right up. They had no idea why it wouldn’t start for me for the three days I had it. Either way mine is gone

I am sure you are unhappy about this situation. What is unfortunate are the tricks some dealships are doing to sell these vehicles. Most of the time the purchaser never knows, the knock of the loose rust and spray the crap out of it with rubberized undercoat.
On a Hummer (and jeep for that matter) rust can be a major issue. In the processor of purchasing my current 08 H2 I must have passed on at least 25 of them because of rust issues.
Rust aside, Floods/hurricanes can even be worse. light rust from salt can be removed, treated and sealed with excellent results if its not to severe, but flood damage is a completely different animal. When a charged electrical circuit is exposed to water electrolysis occurs. If quickly dried out it may not fail immediately but is guaranteed to cause you years of electrical head aches. The only real fix is a total replacement of the electrical circuit board (ie, BCM, ECU, connectors, harnesses, etc.)
Both, Carfax and Autocheck on a used car is an absolute must now when buying a used vehicle and you need to run them both because sometimes one will miss something the other will pick up. Another smart move is to have an OEM dealership perform a detailed inspection and system code verification. This can be usually done for under $200.00 which is worth every dollar considering what costly issue might be hiding.
Hindsight is always 20/20 and I know this doesn't help you out much now but for what its worth even though you didn't end up with the H3 you may have saved yourself much heartache and expense by walking away from it.
If the H3 is your passion, don't give up, there are lots of H3's out there and tons of them not in the salt belt. Best of luck to you.
