I do think most vehicles produced after 2000 are speed limited just for safety. The parameters used to determine the speed limit is a combination of the vehicle type, drive train and especially speed rating of the tires which in the case of the H2 was "R" which is 106mph or 170KM.
Mudking, was your H2 a Canadian delivered Hummer? If you have a Check engine light on I think something else is going on and not a speed limiter. Go to a local parts source store and have them check your codes if you dont have a scanner. Post up the results I sure we can provide some insight!

The check engine is not on but I ran my blue driver and did get some codes.
Im not the orinal owner so im guessing it was rolled of the american line and registered there car fax says it was registered with 10 m in Michigan then in 2007 registered in Arizona for conercial use
I cleared the codes and the only two that came back were the B3770 and the U1000 but the U1000 comes under the heading of Airbag Codes the bottom pic was the original scan and the pic right below is was appears after I cleared the codes.



Is there a way to tell if my ECU is causing problems or the ability to not go over 120 km

Curious, check to see if you have RPO code Z49 listed for your H2.

Doesn't the flux capacitor kick in at 88 mph anyway? Or maybe that's just in the DeLorean

At 125 MPH the Transfer Case Chain flies off and comes thru the floor....
