This picture was taken late, but in this configuration (allen key, and channel locks) you can apply torque to the bolt and remove it.  

Another option (if you need to remove/replace this cast piece) is to grab the balance shaft itself with channel locks and remove the bolt that way, but I would not recommend it due to the risk of damaging the balance shaft itself.  Using the allen key, and gripping this cheaply made piece seemed to be a better option (since I was replacing it anyways).

Balance Shaft & Gear - The only reason I had to do this was because I was clumsy and broke the delicate piece of flange, and I needed to break down the shaft in order to install the (new) flange piece onto the shaft. 
 If you're not a moron like me, then you won't have to do any of this.  Just be careful, because these parts are extremely delicate.

The piece is not in yet, therefore I do not have pictures.
