I have the same problem. I called my local Hummer dealer and spke to a mechanic because I was in the middle of a snowstorm with no wipers. I asked him if there was anything I could do to at least get home. He said the problem is the wiper motor cover leaked and moisture has corroded the circuit board inside. This board according to him controls the wiper and washer functions and causes them to act erratically. The motor I am told is behind a cowling under the hood and that the cowling may be difficult to remove. If you break the cowling it is a $300 item.
So... I drove home VERY slowly and had my window open so I could reach out with a long snow brush to clear the window
