Defense atty to officer on stand: Officer, can you tell me how you determind if the windows were within legal specifications?
Officer reply: I used a flashlight to determine that the window film was excessive by shining a flashlight at my fingers on the opposite side of the window.
Defense atty to officer: And what was the percentage of light transfer?
Officer: I cant answer that.
Sounds funny, but any half way decent defense atty will be able to win without a problem. Officers do it, but it gets thrown out everytime if challenged.
However, we use meters here and they are accurate. You have to remember, even CLEAR factory glass already looses 3-5% of light off the get go.. so if you have 35%, it could in reality be 30-32%.
Also, tint meters usually come with two pieces of glass which are already tinted with the percentage marked on them, so the officer can slide them into the meter and make sure they are accurate.
