Are new shocks NEEDED after leveling?

Are new shocks NEEDED after leveling?
Is it necessary to replace the shocks or add shock extender brackets after leveling the H3?
I was going to level to 23 1/2" from center of hub to fender... and replace the bump stops with extended stops... is that enough?
