We see those missing all the time - I think they come as part of the roof rail assembly, not ordered separately. They don't really serve a purpose other than looks - and unless you're 8 feet tall, you probably wouldn't see it very often.

If it's REALLY important you can order the whole roof rail for $125. Or, I'll cut you a deal and sell you my spacer thingy for $100 and even throw in shipping
