need fast help, my diagnostic port wont work

i have my buddys scan tool tonight but it wont power up , i checked both pcm fuse under the hood and both are fine.

any clue guys

Is the Check Engine Light working when you turn the key on? If so I would try another scanner. If the Scanner is OK it would about have to be a wiring problem at the ALDL connector.

check the cig lighter fuse, its the power source at the dlc for the scan tool. the fuse is in the under hood fuse block.
